Abstract

In 2020, Colombia joined the OECD as the 37th Member of the Organisation, bringing to a successful conclusion an accession process that began in 2013. During the accession process, Colombia made important reforms and progress in the area of labour market and social policies, converging towards OECD best policies and practices. However, the OECD invited the Colombian government to continue its reform agenda in four areas in particular: (1) labour informality and subcontracting; (2) labour law enforcement; (3) collective bargaining; and (4) crimes against trade unionists. This report is the first assessment since Colombia’s accession to the OECD.

Abstract

Trust in public institutions is a cornerstone of the Norwegian administrative and political model. It has also been a crucial element in Norway’s response to the COVID-19 pandemic. Preserving and strengthening this “trust capital” will be essential for Norway in addressing future trade-offs and challenges, such as ensuring the sustainability of the welfare model, coping with climate change and maintaining social cohesion. Based on the results of the OECD Survey on Drivers of Trust in Public Institutions and using a combination of quantitative and qualitative methods, this study examines the main determinants of trust in Norway’s national government, local government and public administration.

Abstract

This report on Canada is the ninth country study published in a series of reports on policies to connect people with jobs. It provides an assessment of Employment and Social Development Canada’s system of impact evaluation of active labour market policies (ALMPs). It reviews the use of linked administrative data and quasi-experimental methods to conduct impact evaluations and cost-benefit analysis of ALMPs. The process of quality assurance and communication of the results of the evaluations are also assessed. The report highlights areas of good practice which could be useful for other countries and offers recommendations to build on the good work already carried out by Canada.

Abstract

This report on Bulgaria is the eighth country study published in a series of reports looking into how policies connect people with jobs. It provides a detailed analysis of Bulgaria’s inactive and unemployed population and identifies groups of people who would benefit from measures and services provided by Bulgaria’s Public Employment Service. In addition, the report assesses Bulgaria’s labour market policies to reach out to inactive people and help them integrate in the labour market, and offers recommendations for improvement.

Abstract

Across the OECD, enormous effort and investment has been made to reinforce the quality, production and use of education research in policy and practice. Despite this, using research in education remains a challenge for many countries and systems. The OECD launched the Strengthening the Impact of Education Research project to respond to this challenge. This publication reports on the first phase of the project. It maps the various structures, processes, actors and relationships that reinforce the quality, production and use of education research in policy and practice. The publication brings together leading experts who provide insights into recent research and international experience gathered from both policy and practice, including from other sectors such as health, agriculture and environment. The publication provides a first set of analyses of data collected from over 30 systems through an OECD survey. It describes the mechanisms used to facilitate research use in education policy and practice, and the levels of engagement of various actors in these processes. By mapping the drivers of, and barriers to, using research systematically and at scale, the publication sets out an agenda for future inquiry. It can be a resource for policy makers, educational leaders, teachers and the research community.

Abstract

In a rapidly changing world of work, adults in Australia are being challenged to upskill, retrain and consider alternative career paths. Mid-career adults are in a unique position: they have acquired considerable skills and work experience but still have many years left in the labour market before retirement. They thus may need help to build on their existing skills to progress but have time before retirement to recoup their training investments. If well designed, career guidance can facilitate employment transitions for this group and usefully inform their training choices. This report assesses the career guidance services that are currently available to mid-career adults in Australia and puts them into an international perspective. New online survey data shows Australia performs well in OECD comparison with respect to the use of career guidance services, but there is room to strengthen the inclusiveness of these services and to tailor them to the needs of mid-career adults. The report provides concrete recommendations in this regard.

Abstract

In Germany, the three ‘Ds’ – Digitalisation, Decarbonisation and Demographic change – are dominating the headlines. Countless studies analyse the impact of these megatrends on the world of work and document how job profiles are changing. The growing demand for high-level cognitive skills and complex social interaction skills is challenging particularly low-qualified workers. In response to these trends, many countries have developed career guidance programmes to support individuals and companies in navigating career options and sustainable job transitions. However, low-qualified workers are less likely to receive career guidance than those with higher qualifications and even those who are unemployed due to a range of multi-layered and interconnected barriers. The report first gives an overview of career guidance provision at the federal level in Germany and then describes career guidance needs and provision in the states of Berlin and North Rhine-Westphalia (NRW). It reviews the support that low-qualified workers have access to, where learnings could serve in other regions and at the national level and provides recommendations on how provision for this group can be strengthened.
